Nyamera can support the bid management and development of governance and infrastructure projects to ensure they meet requirements as outlined in a terms of reference, and draw on our networks to bring together consortiums that can deliver high-quality solutions to clients. We can also provide monitoring and evaluation expertise to provide an external assessment of performance against key performance indicators, assess risk management and make recommendations for required adjustments.

Experience

We would largely draw on Duncan’s experience to provide this expertise. He managed a portfolio of Somalia governance projects from 2006 to 2009 that aimed to increase the capacity of the Somali transitional federal institutions, and also provided support to democracy and elections in Somaliland. These projects were largely run through the United Nations also received funding from other donors, which required significant coordination and oversight, given the fragile political and security situation in Somalia.

From 2011 to 2015, he also managed the UK’s funding of approximately £200m per year to the African Development Bank (AfDB). A significant proportion (around 70%) of this funding was for infrastructure projects across Africa. He established and coordinated an additional pool of technical assistance to support the AfDB improve its performance. He has also researched and supported the building of a consortium of partners in 2018 to bid for a major solar energy project in Kenya funded by the World Bank.
